Regulatory architecture: four tiers, three bridges

For batteries the Batteries Regulation applies directly. The Ecodesign Regulation acts on the battery passport through three bridges: the interoperability duty in Art. 78(a), the inserted Art. 77(10) (upload to the registry) and the EU registry under ESPR Art. 13. Standards and specifications add detail but do not bind; the JRC methodology is guidance.
